COVID-19 UPDATES

REPUBLIC OF THE PHILIPPINES

UPDATES ON THE TEMPORARY TRAVEL  RESTRICTIONS FOR INBOUND AND OUTBOUND PASSENGERS AS OF 01 OCTOBER 2021

IMPORTANT ADVISORY ON ENTRY RESTRICTIONS IN COMPLIANCE WITH PHILIPPINE REGULATIONS TO PREVENT THE ENTRY OF SARS-COV-2 B.1.617 VARIANT FIRST DETECTED IN INDIA.


Travelers departing from or who have been to Bermuda in the past 14 days before scheduled arrival are NOT ALLOWED to enter the Philippines until October 15, 2021:


  • All passengers coming from or who have been to the aforesaid Red List Countries with fourteen (14) days immediately preceding arrival in the Philippines, except Filipinos returning pursuant to government-initiated repatriation programs, or as part of non-government repatriation programs and special commercial flights allowed under existing IATF resolutions, shall be prohibited from entering the country.


  • All arriving travelers from repatriation flights, shall undergo fourteen (14) day quarantine upon arrival. The first ten (10) days of which shall be observed in a quarantine facility, with the remainder to be completed under home quarantine in their respective local government units of destination;


  • Reverse Transcription Polymerase Chain Reaction (RT-PCR) testing shall be conducted on the seventh day with Day 1 being the day of arrival. Notwithstanding a negative test result, the arriving traveler shall complete the facility-based quarantine period of ten (10) days;


  • All passengers, whether Filipinos or foreigners, merely transiting through a Red List country/jurisdiction/territory shall not be deemed as having come from or having been to said country/jurisdiction/territory if they stayed in the airport the whole time and were not cleared for entry into such country/jurisdiction/territory by its immigration authorities;

ARRIVAL GUIDE FOR FULLY VACCINATED TRAVELERS

Starting July 26, 2021, all International arriving passengers to the Philippines.........

Starting July 26, 2021, all International arriving passengers to the Philippines, regardless of point of entry, need only undergo a seven (7)-day facility-based quarantine and Reverse Transcription - Polymerase Chain Reaction (RT-PCR) testing on the fifth (5th) day, with the day of arrival being the first day, only if all the following conditions are met, subject to the definitions in IATF Resolution 128-A:


  1. Their port of origin is a Green List country/jurisdiction/territory;  
  2. They stayed exclusively in Green List countries/jurisdictions/territories in the last fourteen (14) days prior to their arrival in the Philippines. 
  3. They are fully vaccinated, whether in the Philippines or abroad; 
  4. Their vaccination status can be independently verified/confirmed by Philippine authorities as valid and authentic upon their arrival in the country.


The Bureau of Quarantine shall ensure strict symptom monitoring while in the quarantine facility for seven (7) days. Self- monitoring must be done by travelers for the next seven (7) days for any symptoms.


All passengers, whether Filipinos or foreigners, merely transiting through a non-Green List country/jurisdiction/territory shall not be deemed as having come from or having been to said country/jurisdiction/territory if they stayed in the airport the whole time and were not cleared for entry into such country/jurisdiction/territory by its immigration authorities.

Definition of Vaccinated Traveler:

The traveler shall be considered as having been fully vaccinated for COVID-19 :

  1. More than or equal to 2 weeks after having received the second dose in a 2-dose series, or
  2. More than or equal to 2 weeks after having received a single-dose vaccine.
  3. The vaccines administered to the individual are included in any  of the  following:

  • Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration; or
  • Emergency Use Listing of the World Health Organization.


For purposes of verification/confirmation of vaccination status, any of the following shall be acceptable: 


  1. For Overseas Filipino Workers (OFWs) and their spouse, parent/s, and/or children traveling with them: a Certification from the Philippine Overseas Labor Office in the country of origin;
  2. For Filipinos and foreigners fully vaccinated in the Philippines: either their LGU/ hospital-issued vaccination cards (in original and/or hard copy form) or Local Government Unit (LGU)-issued Vaccine Certificate, provided these can be verified/confirmed by border-control authorities, or BOQ-issued International Certificate of Vaccination or Prophylaxis (ICV); or  
  3. For Filipinos and foreigners fully vaccinated abroad: the vaccination certificate issued by the health authorities of their place of vaccination; provided that such certificate can be independently verified/confirmed by Philippine authorities as valid or authentic.


The aforementioned documents must be presented to the dedicated Bureau of Quarantine (BOQ) representative for re-verification at the Department of Transportation One-Stop-Shop (OSS) upon arrival in the Philippines 

LIST OF “GREEN” COUNTRIES IDENTIFIED UNDER IATF RESOLUTION 141-A

Fully vaccinated travelers who stayed exclusively in the following countries in the past fourteen days immediately preceding arrival must only undergo a 7-day quarantine, and an RT-PCR test administered on the 5th day of their quarantine stay.

MANILA ARRIVAL GUIDE FOR NON-OFW'S AND NON-FILIPINO NATIONAL

Non-OFWs refer to Returning Overseas Filipinos (non-OFW students, non-OFW Balikbayan, non-OFW tourist, etc.), spouse and children of Filipinos, diplomats, foreign officials accredited by the Philippines, and eligible non-Filipino/foreign citizens.


In compliance with Philippine government regulations, travelers arriving in the Philippines starting May 8, 2021 and onwards shall undergo 14 days of quarantine, 10 of which shall be observed at an accredited hotel or facility, and the remaining 4 to be completed at home under the monitoring of their respective Local Government Units.  


Travelers shall also undergo an RT-PCR test on the seventh day of their quarantine stay. You must stay at a hotel accredited by our Tourism and Health Agencies while you wait for your scheduled test and the release of results. You can only check out from your hotel on the tenth day of your quarantine stay. Day 1 starts on the day you arrive in the Philippines. If you develop COVID-19 symptoms (e.g., dry cough, shortness of breath, loss of taste and/or smell, etc.) at any time before your scheduled test, please inform the hotel you are staying in so a medical or BOQ officer can assess and check up on you immediately.


  • All travelers should register to the Bureau of Quarantine e-Health Declaration Card (e-HDC) including children. Declare your personal information, health status, and travel history. Register as early as 24 hours before the flight through https://www.onehealthpass.com.ph/e-HDC. Accurately and completely fill-out all required fields including the e-HDC. Upon completion, please ensure to save a copy of your unique transaction number and your QR code which will be required upon check-in. Failure to present the OHP QR code may result to non-acceptance to the flight.


  • Ensure to have a confirmed booking at a hotel accredited by Tourism and Health Agencies, and for 10 days to accommodate the schedule of your test and the release of results. Passengers arriving before hotel standard check-in times are encouraged to book an additional night to ensure room availability. For a faster administration and processing of your RT-PCR test, you are required to book a hotel within Metro Manila only. In compliance with Philippine regulations, only one person is allowed per room, except for the following: Families with minor children below 18 years old (if the traveling family has two or more adult members, only one adult can stay with the minor children), A Person With Disability (PWD) and his/her companion (only one adult companion is allowed), Travelers with medical emergencies


  • Check in at your hotel and wait for the schedule of your test. For non-Filipinos: In compliance with Philippine regulations, laboratory partners must secure a photocopy of your passport and proof of accommodation/residence in the Philippines. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management. If you test negative, your test result will be released after 6PM on day 9 of your quarantine stay. Your Unified BOQ Quarantine Certificate is autogenerated in the OHP. You will be able to download and print this certificate through the "Track Swab Test” < https://onehealthpass.com.ph/e-HDC/Track-Swab-Test> portal in the OHP website by entering your QR code reference number and last name. For other concerns, you may send an email to boq.qc1@gmail.com or helpdeskboq@gmail.com.


  • You are allowed to check out only on the 10th day of your stay, even if your test results and certificate are released at an earlier time. Please present your negative test result together with the BOQ Medical Quarantine Certificate for clearance. If you need a hard copy of your result and certificate, printing services are available at your quarantine hotel. Once cleared, you can call your relatives and respective Local Government Units (LGU) to pick you up or arrange for your transportation going home. Please complete your 14-day quarantine or self-isolation under the monitoring of your LGU and Barangay Health Emergency Response Teams (BHERT).

MANILA ARRIVAL GUIDE FOR OFW'S

An Overseas Filipino Worker or OFW is a person from the Philippines who is living and working in another country, typically on a temporary basis. This includes land-based OFWs and seafarers/sea-based OFWs. Families traveling together with at least one OFW will be considered all OFWs.


In compliance with Philippine government regulations, travelers arriving in the Philippines starting May 8, 2021 and onwards shall undergo 14 days of quarantine, 10 of which shall be observed at an accredited hotel or facility, and the remaining 4 to be completed at home under the monitoring of their respective Local Government Units.  Travelers shall also undergo an RT-PCR test on the seventh day of their quarantine stay.

You must stay at a hotel accredited by our Tourism and Health Agencies while you wait for your scheduled test and the release of results. You can only check out from your hotel on the tenth day of your quarantine stay. Day 1 starts on the day you arrive in the Philippines.   • Upon arrival proceed to your respective desks for your quarantine hotel assignment: For land-based OFWs and your dependents, proceed to the Overseas Workers Welfare Administration (OWWA) Desk. Present the OHP QR code and submit the OWWA Project Care Slip. For sea-based OFWs and your dependents, proceed to the Maritime Industry Authority (MARINA) Desk 


  • Check in at your hotel and wait for the schedule of your test on day 7. Your accommodation and food during your stay will be shouldered by the Philippine government. Any additional hotel fees due to required extensions will be shouldered by their governing agency. If you test positive, the BOQ shall transfer you to a designated hospital for further medical management. If you test negative, your test result and quarantine certificate will be released on day 9 of your quarantine stay. You are allowed to check out only on the 10th day of your stay, even if your test results and certificate are released at an earlier time. Present your test result together with your medical certificate to the assigned quarantine personnel at your hotel for clearance. For a hard copy of your certificate, printing services will be available at your hotel. 


  • Once you are cleared, you may contact your relatives to pick you up and bring you home.
    For Land-Based OFWs, you may coordinate with OWWA or use the OWWA Uwian Na portal for further transportation needs after your final point of arrival. For Sea-Based OFWs, you may coordinate with your Local Manning Agency (LMA) for further transportation needs after your final point of arrival. Please complete your 14-day quarantine or self-isolation under the monitoring of your LGU and Barangay Health Emergency Response Teams (BHERT).

MANILA ARRIVAL GUIDE FOR NON-FILIPINO DIPLOMATS

REPUBLIC OF THE PHILIPPINES DEPARTMENT OF FOREIGN AFFAIRS MANILA

The Department of Foreign Affairs of the Republic of the Philippines presents its compliments to all the Diplomatic and Consular Missions and the Resident Representatives of Specialized Agencies of the United Nations and other International Organizations and has the honor to inform them that the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) updated the testing and quarantine protocols for foreign diplomats and their qualified dependents (i.e. 9(e) visa holders) , based on their country of origin, effective 06 August 2021.


  • In all of the foregoing, should the RT-PCR test yield a positive result, all confirmed cases must be immediately transferred to an isolation or medical facility of their choice, and all close contacts in the same household must undergo strict home quarantine for fourteen (14) days from the date of the RT-PCR test.


  • The Department clarifies that if any accompanying dependent is not fully vaccinated or has travel history from a non-Green List country or those covered by a travel restriction, the stricter quarantine and testing protocols shall apply to the entire family. 


  • The Missions or the Resident Representatives are therefore requested to specify the vaccination status and country/jurisdiction/territory of origin of each individual for whom they are requesting exemption. 


  • To avail themselves of the above exemptions, Diplomatic and Consular Missions and the Resident Representatives of Specialized Agencies of the United Nations and other International Organizations are required to submit in a timely manner the request for exemption from mandatory facility quarantine, including vaccination status of the incoming diplomat and/or their dependent/s, to the relevant Geographic Office or Office of the United Nations and other International Organizations of the Department.


  • The Department reiterates that diplomats arriving in the Philippines for the first time to assume their posts and their qualified dependents are required to secure entry exemption documents for the issuance of diplomatic visas. This requirement for entry exemption documents does not apply to duly accredited diplomats and their dependents who are already holders of 9(e) visas and are merely re-entering the country.

For passengers coming from “Green” List countries/jurisdictions/territories

  1. Strict self-quarantine at their declared accommodation or quarters for seven (7)days
  2. Reverse Transcription - Polymerase Chain Reaction (RT-PCR) testing on the fifth (5th) day, , the result of which shall be submitted to the Department of Health-Epidemiology Bureau, through the Department of Foreign Affairs, subject further to the following:

  • The foreign diplomats and their dependents are fully vaccinated; 
  • They stayed exclusively in Green List countries/jurisdictions/territories in the last fourteen (14) days prior to their arrival in the Philippines; and, 
  • They are holders of International Certificate of Vaccination (ICV), or a foreign government-issued vaccination certificate, or a local vaccination card.

For passengers coming from countries not included in the “Green” List

  1. Strict self-quarantine at their declared accommodation or quarters for ten (10) days 
  2. RT-PCR testing on the seventh (7th) day, the result of which shall be submitted to the Department of Health-Epidemiology Bureau, through the Department of Foreign Affairs;

For passengers with travel history from countries covered by any travel restriction

  1. Foreign diplomats and their dependents shall present upon arrival a negative RT-PCR test taken at least forty-eight (48) hours prior to departure from country of origin 
  2. Shall be required to undergo strict self-quarantine at their declared accommodation or quarters for fourteen (14) days,
  3. RT-PCR test taken on the eight (8th) day from the date of arrival, the result of which shall be submitted to the Department of Health-Epidemiology Bureau, through the Department of Foreign Affairs
